February 19, 2018 – Quay Square update

Quay Square February 19, 2018 Update

2/27/18 Presentation of the Planning Commission’s Recommendations for Quay Square

Environmental Planning and Design (EPD) will be making a presentation on Quay Square at the Borough Council meeting at 7pm on Tuesday February 27, 2018. As a preview, EPD’s public presentation of 11/20/17 is posted at  If you would like to see these plans carried out, please attend the public meeting on 2/27 and express your support.

The genesis of this potential park upgrade was a community survey conducted in conjunction with Beaver Borough’s most recent 10-year comprehensive plan.  Those results indicated a high percentage of respondents wanted to see our parks better utilized to both improve the quality of life for residents and help enhance the vitality of the central business district.  Borough Council allocated money in the 2017 budget to engage an urban planning firm to make suggestions for upgrades to Quay Square and its seldom used bandstand.  The Planning Commission was asked to oversee this exciting project and, after seeking proposals, selected EPD, a well-regarded urban planner from Pittsburgh.

The study started with EPD conducting a well-attended public meeting in Quay Square one Saturday morning in June of 2017.   That meeting confirmed the importance of maintaining the dignity of the Veterans’ Memorials and most of the trees and greenspace. At a subsequent public Planning Commission (PC) meeting EPD submitted 3 concept plans. The PC entertained much public input and then selected one of the three concepts.  Two variations of that concept were shown at the October public meeting and the PC members selected one and communicated that decision to EPD.  EPD then made a public presentation at a well-attended Planning Commission meeting on Nov 20, 2017 and that presentation was subsequently posted on the borough web site.

At the Planning Commission meeting on Dec 19th, we voted to recommend this significant Quay Square transformation to Borough Council.  While certain final details are yet to be determined, we can estimate the entire project will cost approximately $800,000.   In the attached presentation you will see EPD has made recommendations for funding sources which include a combination of public funds and grants as well as private fundraising from families, businesses and foundations.

If Borough Council votes to proceed with these park improvements, the Planning Commission suggests forming a Quay Square steering committee of supportive residents to first seek needed funding.  Then, based on available funding and actual construction bids, recommend final park details to council.  We encourage the public to attend the presentation on Feb 27.
